According to a public advisory issued by the Philippine Statistics Authority (PSA) on Wednesday, Oct. 5, certain Filipinos who have not yet gotten their physical national identification (ID) card can now download a digital version.

"This is to inform the general public and all relying parties of the Philippine Identification System (PhilSys) on the use and acceptance of the various formats of the PhilSys digital ID, including the printed ePhilID (electronic Philippine ID), as valid and sufficient proof of identity and age, subject to authentication," PSA said in a public advisory posted on its website.

PSA stated that the PhilSys digital ID is part of its proactive strategy to provide registrants with immediate access to the benefits of being PhilSys-registered, such as better access to more financial and social protection services, in accordance with Section 7 (c) (1) of Republic Act (RA) 11055, or the Philippine Identification System Act of 2018.

It declared that registrants who have successfully registered with PhilSys or those who have been issued with a PhilSys Number (PSN) will be able to use the ePhilID in its different formats.

"They can claim their ePhilID, subject to availability, by making an online appointment and presenting their transaction slip to their chosen PhilSys Registration Centers on the reserved day," PSA explained.

The printed ePhilID includes the person's PhilSys Card Number (PCN) as well as basic demographic information such as last name, given name, middle name and suffix (if available), sex, blood type, marital status (if declared), date and place of birth, front-facing photograph, address, generation date, and a QR Code.

It was mentioned that the QR code contains specific demographic information as well as the registrant's front-facing photograph for faster verification.

PSA further stated that it employs public-private key encryption to ensure that the information in the QR code cannot be tampered with.

By scanning the QR code with the PhilSys Check, verify.philsys.gov.ph/QrScan/, the printed ePhilID can be authenticated.

"If the ePhilID is valid," PSA noted, "the PhilSys Check will display a successful verification message and should match the demographic information provided in the printed, as well as a front-facing photo of the person."

It also stated that the printed ePhilID will be honored and accepted as a person's official government-issued identification document for transactions in all national government agencies, local government units (LGUs), government-owned and controlled corporations (GOCCs), financial institutions, and the private sector.

"Any person or entity that refused to accept, acknowledge, and/or recognize the printed ePhilID as the only official identification of the holder/possessor thereof without fair and sufficient cause shall be penalized in line with Section 19 of RA No. 11055," PSA stated.

Here are the steps on how to access your ePhilID:

  1. Go to the ePhilID website: https://ephilid.philsys.gov.ph/
  2. Click the "Download my ePhilID" button.
  3. Enter your Transaction Reference Number (TRN). This is a 29-digit number that can be found on the transaction slip you received after your Step 2 registration.
  4. Enter the captcha code.
  5. Click the "Submit" button.
  6. A one-time password (OTP) will be sent to your registered mobile number.
  7. Enter the OTP.
  8. Click the "Download" button.
  9. A PDF file of your ePhilID will be downloaded to your computer.
You can also access your ePhilID through the PhilSys Check website: https://verify.philsys.gov.ph/

To do this, follow these steps:

  1. Go to the PhilSys Check website.
  2. Click the "Scan ePhilID" button.
  3. Hold your ePhilID up to the webcam of your computer.
  4. The QR code on your ePhilID will be scanned.
  5. Your personal information will be displayed on the screen.
  6. Click the "Download" button to download a PDF file of your ePhilID.
