The amendments simplify the registration process, remove the front plate requirement, and significantly lower fines and penalties to ease the burden on motorcycle owners while maintaining public safety.
President Ferdinand R. Marcos Jr. signed Republic Act (RA) 12209 on May 9, 2025, amending the Motorcycle Crime Prevention Act (RA 11235), also known as the "Doble Plaka Law," to streamline motorcycle safety measures and reduce penalties.
The amendments to RA 12209 require motorcycle dealers to register motorcycles within five working days of sale, owners to report sales or dispositions within five days, new owners to transfer ownership within 20 days, and registration certificates to be issued by the Land Transportation Office within two working days after receiving complete documents, including clearance from the Philippine National Police-Highway Patrol Group.
The law eliminates the need for two license plates and mandates one displayed at the back of a motorcycle. Instead, the LTO will issue larger, readable, and color-coded number plates with readable font size and style from at least 15 meters behind the motorcycle.
The fines for non-compliance with registration and reporting requirements have been reduced from ₱20,000 to ₱50,000 and imprisonment. Driving without a plate or with an unreadable plate now carries a fine of ₱5,000, down from ₱100,000. Failure to report a lost plate within 72 hours is penalized with a ₱5,000 fine. The use of a stolen number plate carries a fine of ₱20,000, down from ₱50,000 to ₱100,000 or imprisonment. Tampering with or concealing a number plate results in a prison sentence of six months to two years and a ₱10,000 fine.
The law requires motorcycle owners with non-conforming plates to renew registration and apply for the new readable plates by December 31, 2025, and gives the LTO until June 30, 2026, to produce and issue the new plates.
RA 12209 takes effect 15 days after its publication in the Official Gazette or a newspaper of general circulation.
