Through a memorandum circular published on June 17, 2021, the Bureau of Internal Revenue (BIR) supports the Philippine National Identification (PhilID) card as legitimate evidence of identification to its revenue offices.

Revenue Memorandum Circular No. 79-2021 directs all internal revenue officials, workers, and others to follow the Philippine Statistics Authority advice requiring the use of the PhilID as a legitimate evidence of identification in all government and private transactions.

According to Republic Act No. 11055, also known as the Philippine Identification System (PhilSys) Act, the PhilID card is the official government-issued identification document for cardholders when dealing with all national government agencies, local government units, government-owned or controlled corporations, government financial institutions, and all private sector entities. The PhilID shall be recognized as adequate proof of identity, subject to proper validation.

Furthermore, as stated in Section 19 of the Act, any person or institution that refuses to acknowledge or recognize the PhilID or PhilSys Number as the holder's official identity without reasonable and sufficient cause will be penalized 500,000 pesos ( 500,000.00).
