Allows foreign investors to get Citizenship for $105,000
Nauru, a small Pacific island nation, has launched a citizenship-by-investment program to fund its inland relocation efforts as rising sea levels threaten its coastal areas. This initiative, the Economic and Climate Resilience Citizenship Program (ECRCP), allows foreign investors to obtain Nauruan citizenship by contributing $105,000 to the country's Treasury Fund. The program aims to generate revenue for climate adaptation projects, including the Higher Ground Initiative, which seeks to relocate up to 90% of Nauru's population away from vulnerable coastal regions.
Nauruan passports offer visa-free access to 89 countries, including the UK, Ireland, Hong Kong, and the UAE, without requiring residency or physical presence in Nauru. The program requires a base investment of $105,000, with additional fees for family members. Applicants must also pay application and due diligence fees. To ensure compliance, applicants undergo rigorous vetting.
The program was introduced as traditional climate financing options have dwindled. Nauru faces severe environmental challenges: 80% of its land has been rendered uninhabitable due to phosphate mining, and rising sea levels are eroding its remaining fertile areas. The first phase of relocation alone is estimated to cost over $60 million. 146. While the government hopes to raise significant funds through this initiative—potentially contributing up to 20% of national revenue—it has faced criticism for potential risks of criminal misuse associated with "golden passport" schemes.
This is not Nauru's first attempt at selling citizenship. A previous initiative ended in scandal when passports were sold to individuals linked to al-Qaeda. The current program seeks to avoid similar issues by implementing stricter vetting procedures.
