The storyline begins with April O'Neil, a teenage reporter, having a secret meeting with Tsunade, the leader of the Hidden Leaf Village. This meeting attracts the attention of Naruto, Sasuke, Sakura, and Kakashi, while the Foot Clan also seeks to uncover what April knows, believing she possesses crucial information related to mutation research by Baxter Stockman. As April finds herself caught between these two powerful factions, the Teenage Mutant Ninja Turtles arrive to assist her.

Goellner expressed his excitement about the project, stating it is an honor to work on such a crossover, blending the unique elements of both franchises into a "mutagen and chakra-fueled adventure" for fans.
